VPN and location-masking restrictions at Apex are often assumed to be a live-trading-only rule. They are not. The prohibition sits on Apex's general rulebook and applies to evaluations and Performance Accounts from the very first session. Here is exactly what the rule covers, why it ties directly into the restricted countries policy, and what triggers closure.
Not a live-only rule, a general one.
A common assumption is that VPN restrictions only kick in once a trader is selected for the Live Trading Program, since real capital and a live broker relationship feel like the natural place for stricter identity verification. That assumption is incorrect. The VPN and location-masking prohibition appears on Apex's general Prohibited Activities page, the same page that governs account sharing, payment method rules, and false information across every stage of the simulated environment.
"You may not use VPNs, proxy servers, cloud servers, anonymizing tools, or other methods or tools for the purpose of misrepresenting, concealing, or disguising your identity, device, or location in an attempt to evade or circumvent Apex rules, security measures, access controls, or geographic restrictions."
The Live Trading Program FAQ repeats nearly identical language, which confirms consistency rather than a separate, stricter live-only standard. The rule does not change when you graduate to live trading, it was already in effect the day you purchased your first evaluation.
Two specific purposes, not blanket VPN software use.
The prohibition is written around intent and effect, not the mere presence of VPN software on a device. Apex names two specific purposes that trigger a violation:

This framing matters because it means the rule is not, strictly speaking, a ban on VPN software existing on your computer. It is a ban on using that software to misrepresent who you are, what device you are using, or where you are located, specifically to get around a rule that would otherwise apply to you.
Why this rule and the country restrictions are the same problem.
The most common real-world scenario this rule is designed to catch involves a trader physically located in a restricted country trying to appear as though they are trading from somewhere else. Apex's restricted countries policy is unusually strict about when and how it applies.
Apex's own restricted countries policy states enforcement applies "at every stage of your account's lifecycle, including after approval and during active trading." A trader physically located in a restricted country cannot place trades on their account, even one that was already approved and funded, until they return to a non-restricted location. This applies regardless of the country of residence listed on the account.
Using a VPN to make it appear you are trading from a non-restricted country while physically located in a restricted one is exactly the scenario the location-masking rule is written to prevent. It combines two violations at once: misrepresenting location to evade a geographic restriction, and continuing to trade from a country where trading is not permitted regardless of what your account settings show. Apex's restricted countries policy independently flags payment methods issued from a restricted country as grounds for immediate account termination, regardless of the country of residence listed on the account, and regardless of whether the transaction succeeded or was declined. This applies as its own detection signal, separate from IP address or location. A VPN masks where your connection appears to originate, it does nothing to change which country issued the card or bank account used to pay for the evaluation or receive a payout. Traders relying on a VPN alone while using a payment method tied to a restricted country remain exposed on that second front.

Violating the VPN and location-masking policy is grounds for account termination. This is not staged the way the inactivity rule or the consistency rule are, there is no dormant phase, no notification period, and no opportunity to correct course after the fact. Restricted country violations specifically are described as automatically enforced, with no exceptions permitted.
One purpose named explicitly in the policy is using anonymizing tools to hide a prior rule violation from detection. This means attempting to mask a previous issue with a VPN is treated as its own separate violation, on top of whatever the original issue was. There is no scenario where using anonymizing tools to cover up a mistake results in a better outcome than disclosing it.
Country restrictions and platform restrictions are not the same thing.
Worth distinguishing here since it's a genuinely different kind of restriction: Canadian traders can fully use Apex's simulated Evaluation Accounts and Performance Accounts without any VPN or workaround required. The one specific limitation is that Canadian traders cannot purchase a live account specifically through Tradovate. This is a platform-level restriction tied to the Live Trading Program, not a country ban, and does not affect simulated trading in any way.
This is a useful example of the difference between a genuine geographic restriction (where VPN misuse would be a real violation) and a platform-specific limitation (where no misrepresentation is involved, it is a product availability difference by country).
